How can I do this?
You can create a new database, import the hands you want there and delete the original database:
Guide: Creating A New Database in PokerTracker 4Guide: Database ManagementIf you want to keep player/hand notes then you will need to export those from the original database (File -> Notes).
If you have manually entered tournament data you can export those tournaments from the original database:
Guide: Exporting HandsNote if you have marked/tagged hands then they are stored in the database and cannot be transferred if you are reimporting.

I want to create a new databse and have the hands saved to an alternative drive. Is this possible? How can I do that?
Uninstall PostgreSQL from one drive and install it to a different drive:
Guide: Uninstalling PostgreSQLGuide: Installing PostgreSQLIf you are moving PostgreSQL to a slower drive (e.g. SSD to HDD) there will be a performance hit.
