That is correct. We do not intend to ship with any HUD designs that incorporate stat-level popups, but users are free to do this on their own or download others from the shared Custom Warehouse right from within the Community Portal (not available yet). There was a vocal group of users who want stat-level popups, and we were happy to give this to them. But ergonomically speaking we stand by the decision that the best option for the majority of players will be a single popup per HUD Tabel Group. Case in point, there is a massive amount of complaints about HM2's popup system from the players who want to revert to the original single popup model that HEM started with. We recognise that different players have different needs, we hope this is a good compromise.
PS: We will be creating some custom HUD profiles that incorporate stat level popups that can be downloaded, they should be available in the early part of the new year.
