Cant login to my postgres database

Hi i cannot connect to postgres database, i get this error message

My PT3 has been working before, this just hapened, please help

I am runnning vista Ultimate with no firewall

Click Start, type services.msc and hit enter. In the window that appears, locate the PostgreSQL service and attempt to star tit. Does it start and remain started?

yes i have just tried that , it attempts to start but then fails. The services remains "STOPPED" in services.msc. I have also tried this many times, what could be wrong with the postgresSQL?
I even uninstalled then reinstalled postgres 8.3 which is the version im running!
Iget a popup box telling me the service postgres stopped automatically because no service was using it.

I also had a look at the pg_log file for errors and there is one below

winsock error 10061

I have one question, on the services .msc postgresSQL i double click get to the logon tab and what should that read? i will post a picture of what mine looks like

the first one does not work at all the second one the service postgres begins to start but then stops

Follow this tutorial then this tutorial and reboot your computer and that should fix it.
