PostgreSQL Query Tool?

Is there a tool I can use to manipulate the PT3 database directly; a query tool?
Or maybe and ODBC driver I could use, then connect to it via Access; which would be my prefered method?

PGAdmin III is installed by default and is available in your start menu - you can use it to query the PostgreSQL database directly.

I did this to excel at one point.... excel/win XP had everything needed to build it. It took me a while to do but I was able to in the end. (I'd tell you how I idid it but I can't remember)

Look in access/excel under connecting to external DB's.

Actually, I think I was able to hook into access too, but i just couldn't get it to give me permissions to update the SQL DB so I gave up... (It worked fine to download into access though.)
