Is there HUD filter for SNG by stack in BB?

No, there isn't. We do not have information about the current blind amount for a hand because hand information is retrieved from the hand history which is written after the hand completes.
(We have a "live stats" mechanism which can display this based on information from the last hand, but that was added later and there is no filter based on it. See the Tutorial: Custom Reports and Statistics for more info on live stats.)
