can i get the color of the stats to change like in PT2?

Yes. On the Configure HUD window select the group you want, and click the Stats tab - on the bottom right there is a tab called "Color Ranges".
Alternatively you can Configure Stats in the main PT3 window and define colours there - this is more powerful if you want to link colour of stats to values of other stats, but is more complicated to set up.

and does table tracker work on stars?

No, server-side access to pokerstars is not allowed. They hope to add a form of this to work on stars later.
