Add an exception for the entire PostgreSQL directory in Norton from C:\Program Files\ on down. I believe Norton's default behavior is to read every file when it is opened and this will slow down PostgreSQL drastically.
With your computer you would also benefit significantly from upgrading to PostgreSQL 9.0 64bit, which you can find
here. Please note though you'd need to backup your existing databases and restore them after installing 9.0 (or reimport all hands) as the database structures are not compatible from 8.3 to 9.0. However, you can have 8.3 and 9.0 installed at the same time so you can test to see the differences if you would like.
